 ainty. Average annual flows continue to decline\, and negotiations to craf
 t post-2026 guidelines to manage the river have repeatedly bogged down in 
 disagreements regarding rights and delivery obligations. While some clarit
 y may emerge in the coming months\, the ability to sustain many existing m
 unicipal and agricultural water users is already being compromised. Meanwh
 ile\, there is growing recognition that a durable resolution must also add
 ress the water rights of sovereign Tribal nations and better integrate env
 ironmental values into river management. All sovereigns\, stakeholders\, a
 nd sectors must continue to adapt and innovate.\n\n \n\nThe Getches-Wilkin
 son Center and Water & Tribes Initiative will co-convene the 2026 Conferen
 ce on the Colorado River at the Wolf Law Building in Boulder\, CO.
